摘　　要：本文从政策学角度对生态退耕政策的利益相关者进行了目标利益关系分析,并分析了生态退耕政策对于协调利益冲突的作用以及尚存在的政策学理论缺陷,对于生态退耕政策本身的完善具有一定的借鉴意义。From the aspect of policy science, this paper analyses the benefits relationship of the policy of returning farmland to ecosystem （PRFE）.It analyses the function of PRFE on moderating the benefits conflict and the existing theoretical deficiency, and gives some suggestions on consummating the policies.
