城乡结合部农村土地利用存在的问题及对策研究

摘　　要：城乡结合部农村土地具有利用方式不确定,利用环境复杂、升值潜力空间大、敏感度高等特点。由于政策和管理措施的不完善,城乡结合部农村土地的利用存在非农过度占用、耕地隐性流失过度、土地生态环境污染严重、土地空间布局混乱等问题。通过对农村土地利用行为进行动态监测,编制结合部专项规划,创新结合部土地利用与管理制度,大力开展土地整理,将可实现城乡结合部农村土地的可持续利用。Rural land use in the combination zone between urban and rural area has the characters of uncertainly manner,complex environment, potential increasing in value,high sensitivity degree.Because of unperfect policy and management,rural land use has the problem of constructive land excessive taking, cultivated land receive loss too much, land eco-environment seriously polluted,land space confused.lt may promote rural land sustainable use through dynamic monitor,workout land use planning in the combination zone between urban and rural area, innovation the system of land use and management.
