摘　　要：针对市场竞争中存在的执法不公等问题,提出了改善行政执法环境,要着重从意识环境、经济环境、立法环境和司法环境入手,建立独立化、公平化、人格化的行政执法环境。In the light of the problems existing in the market competition such as the unfair enforcement, this paper puts forward that improving the environnlent for the administrative enforcement must start from the conceptional environment, economic environment, enforcemental environment and the judicial environment, and build an independent, fair and personified environment for the administrative enforcement.
