我国城市化加速发展时期的土地问题

摘　　要：当前我国正处在城市化加快发展的阶段,不可避免地要占用大量土地。这就提出了一个在有限土地资源的情况下推进城市化的问题。针对我国当前城市化进程中土地利用中存在的主要问题,需要制定科学合理的土地利用总体规划,统筹协调各类专项规划;完善建设用地指标标准,加强建设用地指标管理;建立和完善集约用地的利益约束机制;加快土地置换进度。正确处理当前发展和可持续发展的关系,珍惜和合理利用每一寸土地,实现土地资源的合理配置,推进我国城市化进程。Now we are in the stage of accelerating urbanization wich will inevitably occupy a vast amount of land. And we are also facing the issue of how to push forward our urbanization with limited land resources. The author suggests that we should take the following measures： working out scientific and reasonable general land-exploitation blueprint; improving the index standard of constructed land and enforcing the management of constructed land index; establishing and perfecting the interest-binding mechanism of intensive use of land; speeding up the process of land-replacement and cherishing and rationally exploiting each inch of land. So we should handle the relations between present growth and sustainable develepment, make use of land, and advance the process of urbanizaton.
