摘　　要：为了更好的普及网络报税,把办税业务电子化、网络化、安全化,在研究税务部门的办税流程以及相关技术的技术的基础上,对现有的报税流程进行了总结并加以改进,提出了基于J2EE的网上报税模型。该模型的特点是将用户界面、应用逻辑与数据管理三层分开,使得开发人员能集中精力开发位于中间层Web服务器端的应用软件而无须考虑客户端的兼容性,并且后台数据库系统的改变或数据结构的改变不会对客户端产生影响,使得系统很灵活,方便了应用程序的开发和维护。为了满足系统的安全性需求,提出了CA认证解决方案,具有安全性和高效性的特点,解决了系统数据交换的安全性问题。In order to a better popular network declares goods, manages the tax service electron, the network. We have studied J2EE as well as the digital certificate, including the J2EE multi-layers, the container and business processing, module as well as database transaction involved and so on. Then analysis and improve the existing declared goods flow. Based on the J2EE technology and the improvement of new flow proposed on-line declare goods model. This biggest merit of the model is the user interface, the application logic and data management are separated, which enables the developer to concentrate on the Web server without considering the client, and the backstage database system change or the data structure change cannot influence the client, causes the system to be very nimble, facilitates the application development and the maintenance. In this foundation of the model, using a reality development to take the example, made the detailed elaboration from the system demand to the system design. Finally I summarized the success experience and the insufficient spot, carried on the forecast to the later research direction.
