摘　　要：《反倾销协议》和《保障措施协定》是世界贸易组织规则项下重要的保护国内产业的制度工具。随着关税的保护功能的减弱,各国提起反倾销诉讼和采取保障措施的频率日渐增加。二者的制度功能有相似之处,但又有较大的区别。本文对二者进行了比较研究。The ＂Anti-dumping Agreement＂ and ＂Guarantee Measure Protocal＂ are the system tool of the important domestic industry protection under World Trade Organization＇s rule. With the weakening of protection function of the tariff, various countries increasingly bring the anti-dumping lawsuit and take secure measures. Though the system function of the two has similarities, they have greater differences in a great deal of respects. This paper is a comparative research of the two.
