摘　　要：对于国资在流动中流失的现象,要靠完善各项制度和法规来解决,这是最大的原则。国企改革一方面推进以存量为主的布局与结构的战略性调整;另一方面加快企业产权制度的改革与创新。国有资产如何处置更多是实践的问题,不是理论问题,不是单纯依据某项标准就能解决的事情,必须具体情况具体分析。关于国有资产底价怎么定、国有资产如何监管等一系列问题都值得我们认真研究。The problem that the state property is running off during its flow should be solved by pertecting each system and legislation, which is the most important principle. The revolution of state enterprises includes improving the strategic adjustment of distribution and structure, emphasizing on the stock adjustment, on the other hand, it includes accelerating the revolution and innovation of the property system in enterprises. How to deal with state property is a practical problem, not a theoretic problem, it can not be solved according to simple criterion but by analyzing the situation concretely. It needs serious research on the problems such as how to determine the base price and how to supervise the state property.
