从全能政府到有限政府——市场经济条件下政府体育职能转变的思考

摘　　要：政府职能转变是当代中国社会转型时期面临的重大现实问题。社会结构变迁是政府职能转变的根本动因,而与之相适应的政府职能转变,将成为进一步推动社会向前发展的动力性资源。政府体育职能是其公共社会管理的组成部分,在当前我国加入WTO和体育产业化、体育社会化进程不断加快的背景下,以“举国体制”为特征的政府体育职能在职能定位、职能方式、职能内容等领域需不断加快改革步伐,积极地从管理体育的全能政府向有限政府、有效政府转变。包括树立科学发展观,重新审视政府体育职能和作用;政府定位为公共体育服务与产品的提供者、管理者,推动公共体育服务的社会化;加强体育法制与监督制度建设,努力构建有效政府;政府体育职能的转变是一个渐进过程,需政府与社会的共同努力与配合。The transform of government function is major problem that should be faced at the time of modern China social shift. Social structure shift is the basic factor of government function transform,while the transform of government function will be the motivating resource for further promoting social development. The sport function of government is the component of public social management. Under the background of China entering the WTO and the course of sport industrialization and socialization in the fast pace ,the reform on function orientation ,style and content of government sport function based on characteristics of whole nation system should be speeded up. Positively promote the transform from omnipotent government to limited and effective government including scientific developing view and function of government sport management. The orientation of government should be the provider and governor of public sport service and product. The transform of government sport function is a process of gradual advance and need the support of government and society.
