摘 要:采用基本电价叠加电能质量保险费的价格形成机制,提出一种基于质量保险的多质量等级电能定价方法。引入了最高不合格率和最高违约次数两个重要的概念对基本电能进行约束,规定供电方必须对所有违反用电合同的电能进行赔偿,赔偿单价与保险单价成正比,保险单价由电力用户自由选取。该方法可以有效地分离基本电能价格和电能质量服务价格,促进市场环境下多质量等级电能供应的实现,使得用户可以根据自身情况和服务价格选择合适的电能质量服务,实现电能质量事故的合理赔偿,揭示出电能质量对于配电系统的真实价值,从而指导供电方做出正确的电能质量投资决策。算例表明,这种方法是实用和有效的。This paper introduces an electric energy pricing method with multi-quality grades based on quality insurance, which is to add power quality (PQ) insurance to basic electric energy price. Maximal Unqualified Rate and Maximal Violation Times are introduced as two important parameters of basic electric energy. It prescribes that electric utilities must compensate all the electric energy breach of power supply contracts. Unit compensation price is direct proportion to unit insurance, whose amount can be chosen discretionarily. Prices of basic electric energy and PQ service can be separated naturally. Pricing for electric energy with multi-quality grades based on quality insurance provides a suitable mode to actualize PQ service in market environments. So customers can choose suitable PQ freely. PQ accidents can be compensated rationally according to insurance contract chosen by customers. Consumers show their desired PQ service as economic signal through insurance contracts, that can lead electric utilities make efficient investment decisions. Examples indicated this method is feasible and effective.
