摘　　要：由于生态环境的严重恶化,以及环境问题的特殊性质,决定了政府在经济发展中的生态责任。因此,政府应加强地方环境立法,建立有效的执法监督机制,完善生态环境补偿机制,以维护和保障民众及其子孙后代的根本利益。Because of the environmental deterioration, and the particular nature of the environmental concern, this will determine the responsibility of the government in the course of economic development. Hence the government shall enhance environmental protection law, establish effective monitoring （supervision） agency, set up comprehensive environmental comprehension system, so to protect and preserve for the benefit of future generation.
