摘　　要：被征地农民是我国工业化和城镇化发展过程中产生的一个特殊群体,因被征地农民的利益受到侵犯而引发的社会问题,已成为社会各界广泛关注的热点。目前,我国地方已经探索建立了被征地农民的社会保障制度,但还存在着补偿标准低、资金空账隐患、监督机制缺乏等缺陷,因此应完善土地征用制度、加强基础理论研究、设立补偿基金机制等政策性机制。The farmers of land expropriation form a special group during the process of industrilization and urbanization. They have gained wide social attention as their intenests are violated in the course of land expropriation. By now the security system has been established in China even though, there are still some derides, such as low compensation level, the risks of fund shortage and the absence of supervison system. The paper presents a series d policy suggestion as to perfecting land expropriation institution, strengthening the fundamental theory research and set up compensation fund system.
