摘　　要：“政府减灾行政”是在以城市综合减灾管理为研究对象时总括出的新概念,其含义旨在从理论上强调政府在防灾减灾上的特殊作用。本文从观念、制度等创新上提出了建设“政府减灾行政”系统的思路。“Government administration for calamity reduction” is a new concept derived from the research on the administration of the complex urban calamity reduction, which indicates the special effects of the government in the calamity precaution and reduction, and meanwhile puts forward the systematic thoughts on the construction of “government administration for calamity reduction” in the innovation of concept and system.
