摘　　要：天山北坡经济带各城市既有共同的优势产业,又有区域性的优势部门,这为产业集群的培育提供了坚实的产业基础。有充分理由认为,“奎石克”大“金三角”完全可建成与经济带最发达的乌鲁木齐经济区同等重要的经济区。克服一切限制经济带发展的不利因素,为经济带各产业集群清晰定位,营造全方位支持、援助、建设呈产业集群的总体环境,才能促进经济带跨越式发展。Regional preferential industries and sectors lay a solid foundation for the development of an industrial cluster in the Northern Tianshan Economic Belt. Only by removing the unfavorable factors, reorienting clearly the industrial clusters, and creating favorable circumstances for building the industrial clusters can a leap-forward development be achieved in the Northern Tianshan Economic Belt.
