摘　　要：本文对第八个五年计划以来能源发展规划与能源政策的目标与重点进行了简要的回顾与评价,着重分析了调整能源供需关系所采取的一系列政策、措施和环境与资源因素对能源政策的影响。对“十一五”能源发展战略的目标与任务进行了描述,并与“十五”进行了比较,分析了“十一五”期间需要解决的主要矛盾与问题,根据我国“十一五”经济与社会发展规划,提出了解决我国能源供需矛盾的思路与政策措施。This paper briefly reviews and evaluates the goals and focuses of the energy development program and policies since the period of China＇s eighth five-year plan. The analysis focuses on a package of measures to adjust the relationship between energy demand and supply, the impact of environment and resources on energy policies. It provides a description upon the goals and tasks of energy development strategy of eleventh five-years plan and a comparison with the tenth five-years plan, analyzing the principal issues and problems. It also offers solutions to the unequal relationship between energy demand and supply.
