摘　　要：刑事警察权是国家权力的重要组成部分。我国刑事警察权具有垄断性、广泛性和重大性的特征,其在运行过程中存在许多问题,造成了对公民合法权益的严重侵害。从法治的理念出发,对警察权进行分权和限权、以权利制约权力、健全相关制度,从而合理构建刑事警察权是文章之要义。The criminal police power is important constituent of the state power. Our criminal police power has the monopoly, widespread and the significant characteristic, which has many problems in the movement process, and has created to the citizen legitimate rights and interests serious violation. Embarks from the government by law idea, carries on to the police power divides power and limits the power, by the right restriction authority, the perfect correlation system, thus reasonably constructs the criminal police power is essential meaning of the article.
