市政债券融资方式参与体育基础设施建设的研究

摘　　要：体育基础设施建设是一种具有外部性的公共产品,但是目前地方财政收支的状况显然无法满足大规模基础设施的投资需要。在此,提出市政债券为市政基础设施建设筹集资金的观点。在分析市政债券方案推出必要性分析的基础上,结合我国目前发行制度的相关规定和实际操作中存在的问题,对信托型市政债券的构成要素、基本环节和操作流程进行方案设计,并且进一步就这类市政证券的监管问题提出建议。Sports infrastructure construction is a kind of public goods with externality, but the present local government finance cannot meet the investment need of such a large infrastructure. The paper puts forward the idea of municipal bonds in infrastructure construction. On the basis of analyzing the necessity of municipal bonds plan and combining with the relevant regularity of present issue system and the problems existing in practical operation, the paper proposes the constitute factors, basic links of trust - based municipal bonds and designs the operating process. Furthermore, it puts forward suggestions on supervision of this kind of municipal bonds.
