摘　　要：听证主持人实体性权力是指将对当事人实体权利、义务作出配置或产生影响的权力。我国规定了听证主持人的建议权,而没有确立听证主持人建议的约束效力,没有规定听证主持人的初步决定权。根据程序自治原理,并从公正和效率考虑,应赋予听证主持人适当的实体性权力。The substantive power of the heating officer refers to the power to deploy or influence the substantive rights and obligations of parties concerned. The suggestion right of the hearing officer is prescribed by law in China, but it has no binding effect, and the hearing officer has no preliminary right to determine affairs. According to the theory of procedure self- control, the hearing officer should be authorized proper substantive power , with justice and efficiency being considered.
