摘　　要：对于远程视频监控,最关键的一个因素是图像传递速度,但是由于带宽小而数据量大的问题,它一直没有被很好的解决。本文基于轮盘赌的思想,通过图像各部分序列化,按照频率不同而采取不同采样的策略,很好地解决了工业监控中定点监控的视频传输数据量过大问题,在不影响图像质量的条件下更好地实现了数据量的减小,更好地实现了远程视频流图像的同步传输。The key of Video Monitor and Control is the Speed of lmage transmission.it does not been solved well at present due to small bandwidth and mass Data. We divide the Image into more tiles and array them by the frequency and sample ,which does well in the video Monitor and control, the way makes data smaller needed be transmited under the same Image quality and realize the synchronization transmission on remote Video stream better.
