摘　　要：从理论角度研究玛纳斯河水资源配置体制的形成及演变,并根据博弈论的原理建立各时期玛纳斯河水资源的分配,从而揭示玛纳斯河水资源分配冲突的性质、特征、后果以及协调解决方法。本文通过对玛纳斯河水资源配置体制发展的演绎分析,最后得出建立混合形式下的玛纳斯河取水权分配体制的结论。为新疆水资源配置体制的改革提出一些参考性的意见。This article show that the formation and development of Manas river water resources distribution system. This article which based on the game theory establish Manas river water resources distribution model from 1952 to today. These models reveal the nature and character amd consequence and settling method of conflict of Manas river water resources distribution. At last, this article reach a conclusion that the mixed- economy system must be established in the Manas river valley.The article also can bring some reference advices for the reformation of water resources distribution system in Xinjiang.
