农业政策性金融的边界分析

摘　　要：农业政策性金融的核心在于政策性、金融性和优惠性,其决定的边界是非常模糊的。只能给农业政策性金融在内核上界定清楚,即为农业提供基础性和开发性的贷款,而外延则十分模糊,其不断地与商业性金融、合作性金融及政府职能不断重合。随着农业经济和金融的发展,其外延也会不断地变化。The core problem of agriculture policy finance lies in its policy-making, financing and favorability. The determined boundary of agriculture policy finance is very vague. It can only be clear-determined to define the connotation of agriculture policy finance, i.e. to extend foundation and developing loans for agriculture ; however, the extension of agriculture policy finance is rather vague, which constantly coincides commercial finance, cooperative finance and governmental function. The extension of agriculture policy finance will keep changing with the development of agriculture economy and finance.
