摘　　要：以浙江省为例,探讨新时期在引导和扶持中小企业创新发展过程中的政府职能问题,包括营造人文环境支持企业引进人才,加快自主创新;政策措施解决金融瓶颈问题支持企业自主创新;强化指导和服务工作体系,促进产、学、研结合,发挥高科技引导作用。Small and mid-sized enterprises are the main force in China＇s national economy. In Zhejiang province,for example, explore a new era in guiding and supporting the development of innovative of small and mid-sized enterprises in the government functions,including a cultural environment to support enterprise attract talent, speeds up the pace of the independent innovation; policy measures to address the financial support enterprises to independent innovate;strengthen guidance and service work system,promote the eooporation of industry university and research institute on purpose a high-tech guide in the innovational development of small and mid-sized enterprises, and so on.
