摘　　要：农民负担问题不仅是经济问题,而且是政治问题。农民负担过重由来已久,原因多种,问题严重。必须高度重视,综合治理。统筹城乡发展,增强农民负担能力;加快政府机构改革,强化领导责任,规范涉农收费;严格审批程序,加强资金管理;强化农民负担执法监督,加强农村民主制度建设等是减轻农民负担、加快农村和谐社会建设的有力举措。The problem of burdens on peasents is not only an economic problem; but also a political problem. This serious problem has existed for a long time for many reasons. We should think highly of it and try to solve. For the development of the city and country, we should make overall plans and take all factors into consideration. It is useful to increase the peasents＇ahility of paying tax. It is also necessary to speed up the reformation of government framework, strengthen the leaders＇ duty and normalize the tax which the farmers should pay. At the same time , we should check the procedure and manage the taxes strictly. It is also an important method to oversee the burdens on peascnts legally and consummate the democratic system of the country.
