经济欠发达地区农民政治参与存在的问题及对策

摘　　要：农民的政治参与状况直接影响和制约着当代中国社会政治文明的进程。江西省都昌县黄村农民政治参与案例显明,在经济落后的农村地区,村支部往往取代村委会行使村级事务的决策权和管理权,当选的村干部不为民谋利甚至以权谋私,又缺乏必要而有效的约束,结果造成村支部与村委会、村民与村干部关系紧张,村民政治参与意识冷漠,遇事多采取制度外政治参与方式维护自身权益,导致整个社会管理运行成本的增加。解决问题的途径是,从制度创新、经济发展、文化教育、社团建设、政治宣传、舆论监督等方面入手,通过村民自治实践培养村民的政治参与意识,培育和壮大农村市民社会,为建设社会主义新农村提供政治环境和制度支持。The extent of farmers＂ political participation determines the process of China＇s political civilization. The case study of a Chinese village in the Jiangxi Province shows that village CPC branches often take over the decision making power from the village committees in China＇s rural areas. Such practice leads to tensions between village CPC branches and village committees and between village leaders and villagers. The paper proposes a comprehensive package to deal with the problem, ranging from system innovation through economic development, cultural education and publicity to press supervision, all for the purpose of promoting farmers＂ political participation and self-rule.
