我国单项运动协会的管理权力及其与成员间的关系

摘　　要：运用政治学与经济学理论,探讨了单项运动协会管理权力的来源,即政府委托的运动项目管理权、通过法律授权而获得的权力、根据社会契约而获得的权力。分析了单项运动协会管理权力的主要内容。认为:单项运动协会主要行使行业自治规章权、日常管理与组织运动竞赛权、体育许可批准认证权、参与编制体育事业发展规划权、处罚违规行为、调整内部纠纷权、表彰与奖励权。指出单项运动协会与成员间的关系为:服务关系、利益代表关系、体育管理关系。It applied the political and economic theories to probing into the source of the managemaent rights of a single spoirs association, i.e. the fight of managing sports event entrusted by government, as well as the rights gained through legal authorization and in the light of social contracts respectively, and analyzed the main contents of the rights of a single sports association for management. It holds that a single sports association ought to exercise the following authorities： the rights of making occupati.onal-autonany rules and regulations, day-to-day management and organizing sports comprtitions, attestation before approving sports permit, participation in drawing up the developmental rights of sports cause, punishing regulation-violating activities, mediating the disputesarnong the members and giving commendation and awards. It pointed out that the relationships between a single sports association and its members are ones of service, interests presentation and sports management.
