摘　　要：区域非均衡发展是区域经济发展中一个具有普遍意义的现象,表现为区域的产业空间集中化和中心城市增长,以及产业活动在一定空间范围内聚集并形成大规模的专业化生产。海南应结合“十一五”规划,顺应空间非均衡发展的客观规律,调整和优化产业结构,实施以中心城市带动全省发展的战略。Imbalanced development,a common phenomenon in reality, is always associated with economy ooncentration, industry update and urbanization. The mechanism behind imbalanced development includes economies of agglomeration, the update of industry structure,technology progress and so on. Hainan Province is undergoing the process of imbalanced development,with Haikou City becoming the core and the others being the periphery. In accordance with the law of imbalanced development, Hainan Province should implement two strategies. Firstly, quicken the step of industrial concentration and strengthen the driving ability of core city in the whole region. Seoondly,quicken the step of modem industrialization and realize the rational industrial restructuring.
