我国税收征管信息化建设中的几点思考

摘　　要：税收征管信息化建设有许多问题亟待解决,主要表现为思想认识不统一,基础数据采集不到位,信息不共享,税务机关内部的组织和管理不协调,信息披露制度不完善等。通过分析产生问题的原因,提出当前在信息化建设过程中要统一思想、加强领导;制定规范的数据管理制度;整合税收管理信息系统;推进组织结构和业务流程重组;建立税收信息披露制度;推进信息化人才战略等建议。There still exist some problems in establishing informtionization in tax collection and administration, i. e. , disunity of cognition, inadequate collection of basic data, non-joint share of information, disharmony of organization and management, as well as imperfect disclosing of information system. By analyzing its underlying cause, the authors put forward some countermeasures to coordinate the steps, to strengthen the leadership, to set up a regular data-management system, to integrate CTAIS, to push the reshuffle of structure and the business flow, to establish the tax information disclosure system, and to accelerate the strategy of human resources for informationization.
