摘　　要：新世纪的中国政府改革正处于关键时期,服务型政府构建是其重要内容之一。在全球政府变革影响下,本文借鉴美国学者彼得.圣吉的学习型组织理论成果,籍此希求为提升我国政府公共服务能力、构建服务型政府厘清思路。China＇s government reform is at the crossroads in the new century and the construction of service - oriented government is one of the most important aspects in the reform. With the influence of governance innovation of global governments, this article in the view of the learning organization theory of Peter M. Senge who is an American scholar aims to improve governments public services capability and seek clear ways of service - oriented government construction.
