太湖流域省际边界地区水资源保护问题与对策

摘　　要：当前太湖流域省际边界地区水资源保护工作面临的主要问题:①省界缓冲区难以发挥缓冲作用;②省际边界地区存在水污染矛盾隐患;③省际边界地区水资源保护措施不够;④省际边界地区水生态环境恶化;⑤省界监测还不能满足功能区管理的需要。提出进一步推进省界水体水资源保护的主要措施:①加强省界缓冲区监督管理;②建立完善省际边界地区水资源保护协商机制和突发污染事故预警机制;③大力推进省际边界地区水资源保护规划工作;④完善省界水体监测体系;⑤优化水资源调度等方法。Main problems in provincial boundary provincial buffering area, existing hidden trouble measures, the deterioration of water resources protection in area of Taihu Basin were pointed out, including the ineffeetivity of of dispute on provincial water pollution, insufficient water protection ecological environment, and insufficient monitoring capability. For further improvement of boundary area, countermeasures were proposed in the paper, including strengthening provincial buffering area management and supervision, setting up regular negotiation system and warning system for emergent pollution, drawing up water resources protection plan for provincial boundary area, and optimizing water resources monitoring and regulation.
