摘　　要：本文通过对已完成的国家标准《国家一、二等水准测量规范》修订的基本原则,以及其中有关水准网布设、埋石、数字水准仪检验与观测、GPS跨河水准测量和计算等主要技术内容的论述,以便于规范使用者对规范修订内容有一个整体的认识和把握。This paper summarizes the main technical requirements in the newly revised National Standard ＂specification for the first and the second order leveling＂, which includes design of leveling network, marking, test and observation of digital level, over-river leveling with GPS and the relevant calculations etc. The authors of this paper hope that this paper will help the users to have a better understanding and to make a good use of this revised edition.
