摘　　要：和谐社会既是一个转型中社会,其目标是走向现代性社会。在和谐社会建设过程中,政府要担当重大的责任。消极责任与积极责任是对政府在和谐社会建构过程中的责任划分。而这种责任需要责任政府和政府工作人员的责任感。A harmonious society is a society in a transitional historical stage, and intends to reach the goal of building up a modem society. The government should undertake a great responsibility in the process of constructing a harmonious society. The government＇ s responsibilty can be classified into passive responsibility and active responsibilty. But this responsibilty needs a responsible government, and a sense of responsibility on the part of the working personnel of the government.
