河北省财政支持保护农业存在的问题及对策

摘　　要：从总体上看,河北省财政对农业的支持保护与WTO规则要求和发达国家、先进省份相比,都存在较大差距。要增强财政对农业支持保护力度,增加财政对农业的投入;着力支持农业结构调整,促进农业产业化经营;加强农业基础设施和生态工程建设,提高农业综合生产能力和可持续发展能力;加快农产品质量标准、检验检测和认证体系建设;增加对农村科技、教育等事业投资;增加对农民和优势农产品生产的直接补贴。In general, great disparity exists between the finance support and protection of Hebei province and the requirement of the WTO rules and advanced countries provinces. We should strengthen the power of finance support and protection to agriculture, and increase the financial input; we should focus on supporting the adjustmenf of agricultural structure, and improve the industrial management; we should enhance the construction of agricultural infrastructure and ecological project construction and improve the comprehensive production ability and sustainable development of agriculture; we should fasten the construction of quality level, examine measuring and certification system of agricultural products; we should increase the investment on the undertakings such as rural science and education; we also should increase the direct subsidy produced to peasants and advantageous agricultural product.
