公民参与是实现公共政策有效执行的重要途径

摘　　要：公共政策执行是一项重要的行政职能。在当今民主化潮流下,政府治理中如何将公民的力量导入政策执行的体系,以增强公共政策执行的有效性,成为值得深入探讨的课题。笔者在阐述公共政策的价值诉求、公民参与公共政策执行涵义的基础上,提出了建立公共政策有效执行的条件,探讨了如何促成公民积极有效参与公共政策的执行。The implementation of the public policy is an important administrative function. How to lead the citizen＇ s power into the system of policy implementation in the government administration in the democratic trends today so as to strengthen the effect of public policy implementation has become the problem worth approaching. On the basis of value claim of the public policy and the connotation of citizens＇ participation and the public policy implementation, the author puts forward the conditions for the effective implementation of public policy and approaches the problem on how to cause citizens to participate in the implementation of public policy.
