摘　　要：本文通过分析历史上政府财政对公众图书馆事业发展支持的变迁,来认识图书馆事业的建设高潮的特征。从历史和现实两方面,分析了政府财政对公共图书馆事业发展的基本意愿及其成因。Through analysing the changes of government finance support to develop the public library cause, this paper recognizes the characteristic of the construction upsurge of library cause. From history and reality, the basic wish of government public finance to the public library cause and its cause of formation were analysed.
