摘　　要：以政府生产性支出为主要内容的积极财政政策,在拉动内需、消除短期经济波动方面发挥了巨大的作用。但在当前地方政府的目标函数下,我国积极财政政策也为地方政府的盲目扩张和地方保护主义创造了可乘之机,弱化了积极财政政策的政策效应,制约了经济的长期稳定发展。为此,必须采取进行以调整政府支出结构为导向的财政政策转型。Our country＇s positive fiscal policy, mainly based on governmental productive expenditure, has made great contribution to encourage national demand and remove short- run economic fluctuation.But under local govemmental objective function, our fiscal policy provides more space and opportunity for local blind expansion and local protectionism, weakens the effects of policy, limits long - term＇s stable development of economy and calls for transformation of policy based on reform of structure of governmental expenditure.
