论计划经济与市场经济条件下的城镇治安

摘　　要：正确区分、认识和掌握计划经济与市场经济条件下城镇治安不同的特点,是做好当前城镇治安工作的前提和基础。从城镇治安“防控力”与“破坏力”、基本特点、主体职能任务、治安行政管理、公众参与动力及方式、群防群治力量、警民关系与警察形象等方面的分析、比较,可以了解计划经济条件下和市场经济条件下城镇治安的差异。To distinguish, understand and master correctly the different characteristics of the urban public security under planned economy and market economy condition, it is precondition and foundation of doing a good job of the urban public security at present. According to analysis of 7 aspects relatively, such as ＂prevention and control ability＂ and ＂wreck ability＂, basic characteristic, function task of the subject, public security administration, the public participates in motive force and way, groups prevention and administration, the police and the people relation and policeman image, etc. we can find out the difference of the urban public security under planned economy and market economy condition.
