摘　　要：本文提出了市级工商行政电子政务系统的建设目标,并从电子政务网络系统和电子政务应用系统两个方面,详细阐述了如何构建一个市级工商行政管理电子政务系统,并分析了系统建设的特点。This article introduces the constructing goal of City-level Industry and Commerce Administration E-government System（CICAES）, and then from the two principal parts： the network system and applied system, construction of CICAES is discussed in detail. Finally, it analyzes the characteristics of the CICAES.
