摘　　要：在社会主义和谐社会的建设中,制度起着举足轻重的作用。而重视制度建设,首先就要全面了解制度本身的含义。所谓制度,应指“外在制度”(“宏观制度”),以及“内在制度”(“微观制度”)两个方面。在和谐社会建设当中,既要注意宏观制度的建设,也要注意微观制度的建设,也就是既要坚持和完善社会主义制度以及社会主义的各种法制建设,又要不断地完善社会主义精神文明建设。两方面的制度建设都搞好了,才能为和谐社会的建设奠定坚实的基础。The system is playing a very important role in the course of constructing the socialist harmonious society. The signification of the system should be completely realized in emphasizing the construction of the system. What is called the system should conclude two aspects that is the external system （i.e. macro system） and the internal system （i.e. micro system）. In this eourse, we should pay attention to the construction of not only the macro system but also the micro system. 3＂hat is to say, we should insist and complete socialist system and all kinds of socialist legal system, and eonstandy complete the construction of socialist spiritual civilization at the same time. Only in this way can we provide the foundation of constructing the socialist harmonious society.
