摘 要:针对系统在低谷期负荷特性及发电机组的策略,提出了调峰权和调峰权交易机制的概念。在该机制下,发电机组通过交换可调容量获得合理的效益,从而有效激励发电机组在系统需要时参与调峰。文中对比了机组在参与调峰权交易前后的发电成本,并证明实施调峰权交易对控制市场成本的作用。研究结果表明:在有功市场竞标后进行调峰容量交易可以减少系统调峰压力,同时,发电成本和市场总体购电费用也因机组启停次数减少而随之下降,调峰权交易机制是有效可行的。Units' strategies and load profile of the system during non-peak period are discussed, and the concepts of peak regulation right along with the corresponding transaction mechanism are presented in this paper. Units can exchange their adjustable capacity and get rational profit by this new mechanism. It also encourages the units to join peak-regulation when needed. Generating costs before and after transaction are compared and proved to decrease. Research results illustrate that the purpose of decreasing the peak-to valley ratio can be reached by transacting the peak regulation capacity after active power auction. Generating cost of the units and the expenditure of the whole electricity market are reduced with less stoppage. Case study shows that the mechanism is effective and feasible.
