摘  要:通过对电子商务的生产要素、产业支撑、政策管理以及市场需求等应用环境要素的发育度、平衡度和协调度的分析,指出当前我国电子商务应用环境的特点:电子商务发展仍然依靠需求拉动,而政策支持、生产要素和产业支撑相对滞后。政府应重视基础设施和支撑产业的建设,企业则应充分参与市场竞争,促进市场分工的细化。The Operational Environment means the circumstance where E-Commerce is operated. It is a great supportive factor for the development of E-Commerce. According to the Diamond Model raised by Michael Porter, the Operational Environment can be broken down into four elements, namely productive conditions, related and supporting industries, government and demand conditions. By analyzing the status of growth and the status of balanced development of the Operational Environment, this paper concludes that E-Commerce in China is still a demand-oriented market. Demand conditions are the key driving forces followed by government supports, productive conditions and related and supporting industries. This paper concludes that the government should improve the infrastructure and supporting industries, enhance technical standards and regulations, and smooth the interregional unbalanced development. E-Commerce companies should fully engage in the market hence create more specific demands.
