浙江嘉兴“以土地换保障”的经验及其反思

摘　　要：文章通过浙江嘉兴市实地调查失地农民的生活状况,并访问政府相关部门,介绍了嘉兴市“以土地换保障”政策的运行机制和配套措施,运用保险精算方法对土地征用成本进行了测算,从经济学的角度对该项政策实施中存在的问题进行了思考。The authors make an account, based on field study of land-lost farmers and interviews to relevant government agencies, of the operation mechanism and the auxiliary policies for the initiative of ＂land for social security＂ in Jiaxing, Zhejiang, making a measurement of the cost of land expropriation using actuary methods and an evaluation of this initiative from the perspective of economics.
