小城镇社会救助体系的构建研究——基于全国25个小城镇的实地调研分析

摘　　要：社会救助作为社会保障系统的一个重要部分,其改革和完善受到社会和学术界的普遍关注。小城镇地处城乡的结合处,其社会救助体系的完善对于促进农村劳动力的转移和社会保障体系的健全有着双重的意义。文章在实地调研的基础上,对现阶段小城镇社会救助的内容与方式、资金的来源与使用以及机构的设置与运营等进行系统分析,提出小城镇社会救助体系的构筑设想。Social assistance is a very important part of social security system, and its reform and improvement receive much attention from the whole society and the academic. Small towns are at the junction of cities and the countryside. The social assistance system in those small towns is significant for both the transfer of rural workforce and the social security system. Based on survey to 25 small towns, the authors made a systematic analysis of the content and pattern of social assistance, source of funds and its use, the setup and operation of assistance institutions, and put forward some ideas on the construction of the social assistance system in small towns.
