摘　　要：行政规划是政府职能的一个重要方面,在现代国家日常生活中发挥着重要的作用。在国外和我国的台湾地区,行政法学界对行政规划有专门的研究,而大陆行政法学界关于行政规划的研究还不是太多。本文拟结合行政程序法试拟稿中对行政规划程序的相关规定,提出自己对行政规划的性质、行政规划程序中的听证程序、集中事权和情势变更等问题的一点粗浅看法。Administrative programming is an important aspect of the function of a government. It plays a vital role in the daily life of a modem country. The scholars of the science of administrative law have made more special studies in foreign countries and Taiwan Region of China. But the scholars of China paid little attention on this prob- lem. In this article, the author wants to put forward his view about the quality, the procedure of hearing, the change of circumstance and the collection of power of administrative programming, combing with the procedure of administrative programming in the law of administrative procedure （ proposed draft of specialist）.
