发掘利用潜在信息资源的研究

摘　　要：对潜在信息资源的含义、组成、特性进行探讨,以为潜在信息资源的发据利用研究奠定理论基础;在对天津市信息机构进行实地调研和分析的基础上,对发掘利用潜在信息资源的模式、组织机制进行研究;提出对潜在信息资源的发掘利用应采用中介协调组织模式,并对其前景进行展望。Firstly, this paper discusses the signification, composition, and characteristics of the potential information resources, and establishes a theoretic foundation for digging and using the potential information resources. Secondly, the paper studies the potential information resources on the foundation of investigations and analyses of the information institutions. At the same time, it also discusses the patterns, organizational mechanisms of digging and using the potential information resources. And finally, the research result also provides some strategies for digging and using the potential information resources of Tianjin City.
