统筹城乡养老金:对泛长三角圈的可行性分析

摘　　要：从要让城乡居民都能分享改革成果的基本价值取向出发,本文积极探索了在泛长三角圈内实行统筹地区、城乡养老收入的机制。在充分考虑这一地区当前所面临的经济社会发展差异的基础上,设计了一种既不牺牲发达地区效率又能增进区域内利益受损地区的能力,同时有利于圈内社会资源合理配置,提高圈内整体效率,使得圈内各地能够协调发展的统筹养老收入的机制。Based on the principal value consideration that both urban and rural inhabitants may enjoy the fruits of reform, the paper deals with the mechanism of the rural and urban pension income in the overall planned zone of the Pan-Yangtse River Delta. In consideration of the differences in the economic development in the area, the authors mastermind an overall planned pension mechanism which can enhance the capacity of the loss areas in the zone but not at the expense of reducing the efficiency of the developed areas, and which at the same time is beneficial to the reasonable redistribution of social resources, the increase of the regional holistic efficiency and harmonious and balanced development.
