摘　　要：为搞好2008年奥运国家队专项器材配置、投入管理工作,通过全面深入14个运动项目管理中心、95支国家运动队组,运用实地走访、问卷调查、文献分析、数量统计等方法,研究了国家队专项器材的配置现状、结构,科学设计了国家队基本配置量和配置定额,为国家体育总局向财政部申报备战2008年北京奥运器材专项预算、制定安排年度器材配置经费提供参考依据。同时,所研究起草的《国家队专项器材暂行管理办法》以及据此开发的“国家队专项器材管理信息系统”,为科学申报、采购、管理国家队专项器材提供了有效手段。该项目成果在改变申报、审批、购置国家队专项器材的盲目性,防止国有资产流失等方面发挥了一定的作用,也为运动队了解存量、更新安排使用计划提供了方便,而一站式快速网络服务则较好地发挥了信息化的效率作用。The purpose of this study is to do well the job of allocation, investment and management on equipment used by 2008 national Olympic teams. Through investigating on 14 sport administrative centers and 95 national teams and using the method of interview, questionnaire, literature and mathematical statistics, this paper studies the status and structure of specialized equipments used by national teams, scientifically plans the basic allocation quantity and quota and provide the reference for General Administration of Sport when applying to Finance Ministry for preparation budge of sport events and annual equipment budget. Meanwhile, temporary regulation of specialized equipment used by national teams and management information system based on it is developed in order to scientifically apply for, stock and manage the national team equipment. This research achievement plays a certain role in the management of national team equipment, reducing the blindness of application and approval and avoiding loss of state-owned assets. One stop quick network service has been proved to be one of the better services of informational efficiency.
