摘　　要：“9.11”事件后,国际恐怖活动更加猖獗,表现为活动扩散、行动“基地化”、组织“网络化”及目标“避实就虚”四个新特点。此起彼伏的恐怖活动对世界各国的稳定、安全与发展构成严重威胁。与此同时,国际反恐合作在两个层面展开,一是突出国际组织的反恐作用,推动建立联合国框架内的反恐合作机制;二是重视大国间反恐合作,提高各国独立反恐能力。国际反恐怖斗争出现的新问题,使国际安全形势陷入“越反越恐”的怪圈,其主要根源是反恐斗争中出现了“一帮国家搭便车;两个漏洞没堵住;三个误区出偏差”。反恐合作影响国际战略格局,美国巩固了霸主地位,俄罗斯变外交被动为主动,日本借反恐“出海”,中国的发展环境得到改善。After 9/11 Event, the activities of international terrorism became more rampant and had new characteristics. It＇s evident that the constant terrorism activities have threatened the stability, security and development of countries in the world. Meanwhile, the cooperation of international anti - terrorism is going on in two aspects： first, to emphasize the anti- terrorism function of international organizations and establish the anti - terrorism mechanism in the U.N. framework, second, to stress the cooperation among the powers and improve the states＇ independent ability to fight against terrorism. The new problems arising in the international terrorism made international security get into a vicious circle- ‘The more we fight, the more terroristic it is＇. However, the influence of anti- terrorism to the international strategic structure has reflected in the following aspects： the consolidation of U.S. hegemony, the diplomatic change of Russia, Japan＇s ‘sail＇ by means of anti - terrorism and China＇s improvement of developing environment.
