国有资产流失分析及治理对策

摘　　要：国有资产是建立社会主义市场经济的物质基础,是完善和发展社会主义市场经济的保障。然而,国有资产流失已经成为影响改革和发展的障碍。国有资产流失是指国有产权非法转为非国有产权、国有资产闲置浪费、脱离国家监控、人为造成非正常损失,以及国有产权应得收益转到部门、单位和个人手中。本文分析了目前国有资产流失的现象,并提出治理建议。The state - owned assets are the material foundation of building up the socialistic market economy and the guarantee of perfecting and developing it. However, the phenomenon of the state - owned assets＇ running off seriously has become the obstacle of reform and development. The running off of the state - owned assets includes the state - owned assets＇ turn into not - state - owned illegally, the waste and loss of the assets, the segment, unit and individual＇s occupying the benefits. This paper analyzes this phenomenon and puts forward some suggestion.
