By the end of 1992, the watershed totally preserved 121 silt-arresters with total storage of 33. 03 million m3,which includs 14 key gully control project, the ratio of key gully control projects to dams is 1: 7. 6.For lack of strict mechanism for dam system mangement and developing unreasonably in a long term, the dam projects were silted and destroyed severely. the majority of silt-arresters became danger, the flood prevention ability of dam system decreased greatly, the utilization ratio for production of land behind silt-arresters reduced. According to situation, existing problems,gully features, social & economic conditions of dam system, the paper puts forward two plans of reinforcement and complement and optimizes one through comparative analysis, that is to reinforce and complete 72 dams on the basis of original dam system, which includes 23 new built dams, the ratio of key gully control projects to dams is 1: 6. 9, the flood prevention standard of the watershed iS 200-year rainfall standard, the area of silted land is added up to 359. 9 hm2. The total investment for these projects is 1166 thousand yuan.
