摘　　要：为了建立有效的道路旅客运输业安全保障系统,最大限度地保障旅客生命财产的安全,分析了中国道路客运业的地位、作用、市场特性、资源优化配置机理、行业发展的动力机制及行业的高技术风险属性,提出道路旅客运输业不属于一般性市场竞争领域,政府应对这一行业实施严格管制的观点,论述了认真把好行业准入关,严格监控企业的安全生产保障系统及规范企业的经营行为等政府监管的系统化方略及实施的迫切性。in order to establish effective safety guarantee system in road passenger transportation, ensure passenger life and property, the role in carrying trade, market characteristics, resource assign element, development power and technical hazard of road passenger transportation were analyzed, it was pointed out that passenger transportation was not belong to usual market competition field, so government should take rigid regulation on the trade. A series of measures, such as how to control the entrant, how to supervise the safety guarantee system of enterprise and how to make its action reach criterion, were presented, and the measures should be carried out as quickly as possible in China. 15 refs.
