摘　　要：实行党代会常任制是一重大历史命题,对它的历史背景及其发展脉络进行研究,有助于指导今天的实践。文章从党代会常任制的历史渊源、提出及实践等三个方面对其进行系统阐述。Carrying out the Permanent System of the Party＇s Congress assigns an very important historic topic. When we make a deep study of its historical background and the thread of the development, we can practise the system well. The author makes a systematic study from its historical origin, advocation and practice.
